Why do the REFS take over a football game late

Maybe its just because I'm from Baltimore, but it seems to me that the REFs who have been working Ravens Games, Make Bizzare calls late in the game.
Example; In the Ravens game last week in Cincy; When TODD Heap Released into the End Zone, with a DB ripping his shirt off as he made his way into the Pattern; then Offensive pass interference was called on TODD as he attempted to remove the DB's hand from his own Jersey.
In spite of the obvious interference from the DB, OFFENSIVE INTERFERENCE was Called on Heap after he made the catch.
This was one of the most ridiculous calls I've ever seen in football. That Catch effectively Tied the ballgame, and the fans thought that the game was headed to overtime. But, the Refs' BAD Call , in my opinion ,and that of hundreds of sports fans, who called into local sports-talk-shows. thought otherwise......:-(
